International Collaboration Development (2003–2018)

Documenting the public record of a multi‑country accelerator and neutrino collaboration that we worked on during our tenure as scientists at Fermilab. This page links citable sources and/or public and historical record that should be preserved.

Executive Summary

From 2003–2018, a bilateral framework matured into operational, in‑kind international deliverables that enabled pre‑construction milestones for PIP‑II and established a repeatable model with European partners.

  • Policy layer: DOE–DAE Implementing Agreement (2011).
  • Program layer: Project Annex I (HISPA, 2015) and Project Annex II (Neutrino, 2018).
  • Hardware layer: 2015–2016 IIFC components (e.g., BARC magnets) installed and tested at Fermilab’s PIP‑II injector; later U.K./EU cryomodule logistics validate the model
