Management: Key role in establishment of the US-DOE and Indian-DAE Strategic Partnership
US-DOE and Indian-DAE on the table to discuss the Collaboration.
Indian-DAE agreed to contribute to US-DOE projects, if the US makes all the technologies available to India.
Technical liasion for both the US-DOE and the Indian-DAE, initially with no formal portfolio and 2011-2015 as the US Technical Coordinator.
Responsible for ensuring that the interest and position of both countries are protected.
Discussed, presented, authored and negotiated all the documents which resulted in:
Indian Atomic Energy Commission in recommending the participation
Indian Cabinet Committee on Security approving the agreement for signature in 2014.
US P5 committee recommending two US Projects, after Indian government assured the committee that they will provide significant funds to both projects if approved by the US government.
Scientific and Technical: Indian scientific and technical capabilities issues were raised by western countries scientist and engineer, including the United States and people who do not want India to acquire these technologies and their possible spinoffs.
Needed to show that Indian institutions and industries can learn and produce the States of the Art hardware.
Worked with Indian colleagues and DAE/DST created a pipeline of excellent Indian scientists and engineers to visit Fermilab and work side by side with Fermilab staff and US industries.
Got US industries to understand the long run importance of this collaboration which enabled Indian colleagues to learn US industrial IP.
Helped establish working relation between institutions within India to cooperate and collaborate on these hardwares. Where ever the expertise was in India we went there.
Fermilab staffs went to India to work at these institutions.
Indian colleagues succeed in producing these hardware’s at par with the US produced hardware.
Initiated the development of significant Indian-DAE infrastructure at DAE laboratories to assure DAE is that this partnership will be “Win-Win”.
Established technical collaboration on cryogenic technology between Fermilab-BARC-DAE and international industries, which without this collaboration would never have been possible. I got an Indian company involved in this technology.
Got Indian government undertaking companies and large industries in India involved in the overall project.
Got many US industries to start bidding and selling on DAE orders under the agreement, which otherwise they would not have citing “Export Control”.
