International Agreements

It has been my distinct honor and privileged to work with the policy makers in the United States, India, China, Japan, Germany and many other countries in establishing international science collaboration and funding 1st for the International Linear Collider and later for High Intensity Superconducting Proton Accelerator at Fermilab. I authored, negotiated and finalized more than a dozen Memorandum of Understanding (MOU) between US and Indian laboratories. Successful implementation of these institutional level MOU enabled the discussion of establishing government to government level agreements.

In order to meet the need of the scientific communities of the US-Indian institutions, the two countries agreed to S&T agreement 2005. This agreement has been extended till 2029.

  1. US-India S&T Agreement

Fermilab and Indian institutions established eight institution to institutions MOUs.

We arranged a presentation of the success of these 8 institutions level MOUs and the collaborations future plan as part of the US-DOE and Indian DAE Under Secretary level meeting at the DAE Head Quarter, Mumbai India. This was the 1st meeting where this collaboration was officially represented by me at the Executive Branch of the two governments. It was concluded that the development of this collaboration should come under the US-India Strategic Dialogue under the US Presidential Science Advisor and Secretary, Department of Science and Technology, India.

The Commission, co-chaired by the Science Advisor to the U.S. President and the Indian Minister of Science and Technology, met in Washington on June 24,2013 and recommended this collaboration Working Together on Cutting Edge Science Research and Development.

The following two US-India agreement were authored, negotiated, got approval by the highest level policy makers and US-Indian government by me.

  1. Implementing Agreement for Cooperation in the Area of Accelerator and Particle Detector Research and Development for Discovery Science
  2. Project Annex I to the Implementing Agreement between the Department of Energy of the United States of America and the Department of Atomic Energy of the Republic of India for Cooperation in the Area of Accelerator and Particle Detector Research and Development.

I also authored and negotiated a 3rd US-India agreement for the Neutrino Physics Collaboration following the recommendations of US-India S&T Strategic Partnership dialog in Washington, 2011. The agreement was in principle approved by the Indian Atomic Energy Commission on Aug 17, 2013. There were Fermilab, DOE-HEP and DOE-SC management changes. On recommendation of than Fermilab Director, US-DOE started a renegotiation of agreement, which resulted in Indian DAE backing off on the agreement. The final agreement, changed the section 4.F.
